7315 STUDENT RIGHTS OF FREE EXPRESSION

Preamble

The following policy constitutes a written publications code and is adopted to ensure students' right of free speech, as protected by the First Amendment of the Constitution. The Board of Education recognizes a student’s right to free speech, the District will create regulations that promotes a safe and respectful environment for all students, staff and community members.

The administration shall create guidelines for an appeals process for any limitation of a publication.

Regulations shall be developed that will prescribe when and how unsponsored publications, including but not limited to advertisements or other publications of a similar nature, may be distributed as well as an appeals process in the event that an unsponsored publication is limited or halted by administration.

Posting of Materials on Bulletin Boards (Electronic and otherwise)

Students shall be provided access to bulletin boards for use in posting student materials at campus locations convenient for student use. Regulations outlining the acceptable use of student bulletin boards shall be developed by the administration.
